The Naval Surface Warfare Analysis Group (NSWAG) provides analytic and program support to the Surface Warfare component of the United States Navy, enabling them to make better decisions regarding their allocation of resources to their operational capabilities. This support includes fleet architecture development, tactical/operational analysis, requirements development, cost/benefit analysis, acquisition program support, and military personnel support.
SPA has an immediate need for a Navy Communications (or Navy Navigation) Systems Engineer in San Diego.
Responsibilities
Experienced systems engineer needed to provide systems engineering management and analysis support to technical managers for U.S. Navy Satellite Communications (SATCOM), Positioning, Navigation and Timing (PNT) and/or Tactical Communications systems. The position will involve architecture development, system technical reviews, and engineering management of system configuration, system interfaces and integration, and technical risk. The position will support day-to-day tasking for engineering, development and delivery of these systems, including providing technical analysis, supporting meetings/working groups, and interfacing across Navy program management offices and other Navy, DoD, and Federal stakeholders.
Specific duties include: 1) Assist technical managers with management and tracking of engineering tasks, 2) Support planning, coordination, and execution activities for system development, testing, and fielding 3) Provide engineering subject matter expertise to assist with briefs, data calls, schedules, documentation, and analysis, 4) Attend working groups and meetings as assigned by technical managers, 5) Support programs with engineering change requests for fielding and fielded systems, 6) Support technical managers in the conduct of systems engineering technical reviews, 7) Support the development and management of system reference architectures, and 8) Track and manage engineering risks, issues, and opportunities.
Periodic INCONUS travel may be required.
Qualifications
Required Qualifications:
Bachelor’s Degree in Engineering or other STEM-related field.
Minimum of 3 years (Mid-Level) or 10 years (Senior) of relevant experience.
Experience with the planning, operation, maintenance, or development of Navy or DoD SATCOM, PNT, or Tactical Communications systems; e.g. Commercial Broadband Satellite Program (CBSP); Geostationary, Proliferated Low Earth Orbit (PLEO) and Middle Earth Orbit (MEO) satellite systems; Navy Multiband Terminal (NMT); Digital Modular Radio (DMR); Mobile Advanced EHF (AEHF) Terminal (MAT); GPS Based PNT Service (GPNTS); Communications/Common Data Link System (CDLS); Network Tactical Common Data Link (NTCDL).
Experience managing engineering processes and documentation for system development, integration, testing, and/or installation, e.g. architecture development, engineering design reviews, integration testing, acceptance testing, engineering change documentation, installation drawings.
DoD SECRET clearance required; ability to maintain throughout employment.
Desired Qualifications:
Familiarity with NAVWAR / PEO C4I organization and systems engineering processes.
DoD TS/SCI clearance; ability to maintain throughout employment.
