Job Title: Government Regulatory Compliance Specialist

Job Location: Torrance, CA

This regulatory compliance role prepares and monitors Stellant Systems Inc. financial transactions to maintain compliance with Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR). Successful candidates will collaborate across functions and project teams to deliver solutions to business challenges through individual contributions with limited supervision. You will be called upon to function in an advisory role and provide guidance to less experienced staff and other functions regarding compliance with regulatory requirements. In this capacity you may recommend, design, or develop revisions to the Business Systems and lead projects to implement process improvements. You will also represent the company with the Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA), which may include providing status on audit inquires and supportable company positions for the proper accounting and/or estimating practices. Candidates should also possess strong communications skills and have the ability to interact with multiple levels within the company.

Responsibilities

Manage relationships with business functions, Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) teams, external auditors, and consultants.

Lead the preparation of the Incurred Cost Submission, including all main schedules and supporting data/supplemental schedules.

Coordinate and oversee audits of key business systems and processes used for contracting with the U.S. Government.

Prepare Forward Pricing Rates Proposals (FPRP) and coordinates rates monitorship activities with DCMA/DCAA.

Oversee disclosure statement preparation and revisions including monitoring organizational structure to minimize any potential cost impacts.

Coordinate responses with Contracts, Purchasing, Human Resources, Legal, Accounting, and other groups within the Finance Department as primary point of contact for DCAA/DCMA audit inquiries and requests for information.

Interprets and administers policies, processes, and procedures that impact the company while ensuring compliance with FAR, CAS and DFARS regulations.

Generates complex financial analyses using Excel in support of regulatory compliance efforts.

Maintains the strict confidentiality of sensitive information.

Qualifications

Must have strong planning, organizational, and analytical skills. Candidate should be self-directed, proactive and possess good communications skills.

Requires mastery level knowledge in job area typically obtained through advanced education combined with experience.

Bachelor’s Degree and a minimum of 9 (nine) years of prior relevant experience OR Graduate Degree and a minimum of 7 (seven) years of prior related experience.

Experience with FAR (Federal Acquisition Regulations) and CAS (Cost Accounting Standards) and Department of Defencse Federal Acquisition Regulation Supplement (DFARS) and the ability to prepare position papers for the company on these regulations.

Experience working with DCMA (Defense Contract Management Agency) and DCAA (Defense Contract Audit Agency).

Strong communication, leadership, presentation, and interpersonal skills are required.

Capable of interfacing objectively with people at all levels and all functions within the organization including Supply Chain, Operations, Contracts, Finance, Business Development and Program Management.

Preferred Additional Qualifications:

Technical knowledge of software & systems: Infor LN ERP, MS Office - Excel, Word and PowerPoint.

Prior experience with disclosure statements, indirect rates, incurred cost claims, direct contract costs, DCAA audits and responses to DCAA audit reports especially concerning DCAA questioned claimed costs.

Aerospace/Defense Industry Experience

Knowledge of compliance with DFARS Business Systems

Knowledge in Estimating & Pricing (IR&D/B&P FAR 31.205-18 experience is a strong plus)

Experience in public accounting, internal audit, government accounting, or project management work with exposure to manufacturing
