Overall Assignment Description:

AIS is seeking Program Control Analysts to perform a variety of resource and acquisition management duties in support of Government Program Offices, Directorates, and Staff components.  Program Control Analysts focus specifically on the resource planning, analysis and execution of large space development, acquisition, and operation programs and need to interact with a multi-disciplinary technical workforce and development contractor in the accomplishment of their duties.

The nature of the Program control Analyst work varies from assisting in complex analysis at the project and program level (Entry Level); to independently performing more complex analysis using multiple analytical techniques and interaction with senior management at the Program Office and Directorate levels (Intermediate Level); to cross program analysis at the Program Office and directorate levels with executive management and external oversight interaction involving acquisition strategies, financial controls and strategic direction (senior Level).

Intermediate: Bachelor's Degree in Technical or Business-Related Discipline (Advanced Degree preferred) 6 years' experience OR High School Diploma and 10 Years of Experience

Tasks include:

  • Prepare, monitor, and update program requirements and spend plans

  • Maintain budget tracks at the project level

  • Support formulation and review budget estimates and requirements for new and existing initiatives.

  • Collect resource information and compare it with historical data to develop or to update current and future component or group resource requirements.

  • Analyze program performance and progress and make recommendations regarding whether planned resources are sufficient to accomplish assigned goals and objectives, propose resource adjustments as required.

  • Assist with budget exercise and the formulation and development of the Intelligence Program Budget Submission (IPBS), Congressional Budget Justification Book (CBJB), and Congressional Justification Book (CJB) text, tables, and resource submissions.

  • Interface/update and maintain financial management systems such as NEXT, NEAR, NFIS, FIT, FIRST, EpX studio, and other financial tools.

  • Use and maintain corporate resource information repositories, databases, decision support tools, strategies, processes, procedures, and reports to ensure accurate financial reporting and management oversight.

  • Assist in building budget line items, using appropriate tools or Business Plans and Operations forms in compliance with Government policies and administrative ceilings.

  • Evaluate program execution, assess impacts of developing trends and issues using appropriate methodologies

  • Monitor commitment, obligation, and expenditures

  • Collaborate on resource re-alignments

  • Support Tri-Annual Unliquidated Obligation Reviews

  • Generate Contract Action (RCA), Funds from Others, Funds to Others, Funds Transfer Requests, Communications Service Requests, Corporate IT Procurement, and other funding documentation

  • Assist in the development and review of Unfunded Requirements

  • Assist in assessing the impact of contract and engineering changes to program and or cost baselines

  • Provide inputs to budget summaries, charts, memoranda, issue papers, and talking points

  • Develop a working knowledge of policies, metrics, OMB PART process, ODNI strategic planning and guidance, IS Strategic Guidance, Attend program management reviews ad Business Reviews Earned Value Management techniques

  • Provide data for independent cost estimates, program management baseline, major system acquisition reports.

  • Assist in analyzing resource data for program budget review status, acquisition strategy reviews, ODNI quarterly reviews, Government Estimate to Complete.
