The Government & Policy Affairs Group (GPAG) is Capital One’s voice in the legislative and political processes. GPAG manages Capital One’s relationship with elected officials at the local, state, and federal levels and participates in the policy making process. The team provides support to all of Capital One’s lines of business and staff groups in our markets. Capital One is seeking a talented and energetic Senior Manager to lead our engagement strategy with State Attorneys General as well as our advocacy and monitoring of Environmental, Social & Governance (ESG) legislation at the state and municipal levels. The role will also oversee our Government Affairs engagement with state and municipal governments in California.Responsibilities Include: Oversee our relationship with State Attorneys General (AG) directly as well as through related trade associations Monitor and assess relevant ESG related legislation in all 50 states and the District of Columbia (DC); engage the appropriate internal stakeholders and working groups accordinglyOversee our Government Affairs engagement in the State of CaliforniaAttend trade association conferences and events, build relationships with AGs, state legislators and their staffsDetermine and execute engagement strategy on legislation, communicate positions to key audiences, partner with industry groups and trade associations on comment lettersSupport internal stakeholders with legislative and issue strategy management, including on ad-hoc special project teams impacting jurisdictions or subject matter of responsibility Serve as a compliance steward in assigned states for the reporting of enacted legislation Serve on the Contributions Committee, suggest appropriate contributions to candidates.Manage outside counsel and trade association relationships including but not limited to chambers of commerce and state banking associationsTravel as needed, ability to attend events before and after normal business hours, overnight trips / conferences Basic Qualifications:Bachelor’s degree or military experienceAt least 7 years of experience in public policy, government affairs at the state level working for an elected official, government agency, trade association, government affairs firm or a combination. At least 2 years experience working with State Attorneys General and/or governors, and their respective membership organizationsPreferred Qualifications:Law degree or Master’s degree in Political Science, Public Policy10+ years of experience in public policy, government affairs at the state level working for an elected official, government agency, trade association, government affairs firm or a combination.Experience working with State Attorneys General and their respective membership organizationsOverseeing a portfolio of multiple states, including CaliforniaExperience working on ESG legislationAt this time, Capital One will not sponsor a new applicant for employment authorization for this position.No agencies please.
