Senior Program Analyst

Clearance: Must be able to obtain/maintain a secret clearance

Responsibilities

Provide Advisory and Assistance Services (A&AS) for the Program Manager and Product Support Manager of a Navy-managed Defense Business System, and in continuous collaboration with Integrated Product Team Leads. Incumbent support duties include all disciplines related to Program Management with special emphasis on Planning, Programming, Budgeting, and Execution (PPBE); IT statutory and regulatory compliance; and Strategic Planning and Forecasting

Provide subject matter expert advice to executive-level leadership in support of DoD/Navy/NAVAIR program management responsibilities

Facilitate, develop, and deliver strategic forecasts, plans, goals, and objectives.

Collaborate with PM, PSM, and IPT leads in the preparation and development of various acquisition and strategic planning documents including, but not limited to, milestone reviews, program office memorandum (POM) submittals, Technical Direction Letters (TDL), integrated master plans, President’s budget (R2/R4 exhibits), problem statement and addendums, acquisition program baselines (APB), and other annual budget submittals.

Lead and coordinate Defense Business Systems (DBS) investment certification input to the annual DITPR-DON submission.

Generate input for Army and Navy Program budget submissions, funding requests, manpower estimates, and other data calls.

Participate and provide programmatic and technical support for executive level reviews, Integrated Product Team (IPT) meetings, Strategic Planning sessions, Program Management Reviews (PMR), and other program-wide meetings and conferences

Conduct market research to evaluate, recommend, and incorporate new/emerging technologies and best practices into strategic plans, while ensuring alignment with DoD and Navy strategies and architectures

Develop program responses to questions and potential budget marks from Congress, Comptroller, or higher echelon commands

Support PM, PSM, and/or BFM with appropriation advice and consultation for program-related data call requests

Plan, formulate and prepare justification/defense of program budgets.

Ensure specific service-related requirements are properly documented, budget responsibilities are understood, and appropriate levels of funding are presented and defended throughout the PPBE process

Qualifications

Bachelor’s degree in a business, engineering or information technology discipline plus 10 years of specific acquisition support experience

Excellent quantitative, analytical, communication (oral and written), and interpersonal skills

The candidate must be highly motivated and self-tasking. Changes in governmental priorities require flexibility and the ability to work on multiple tasks in parallel

Experience in DoD acquisition, with Navy acquisition experience and in-depth working knowledge of DoDI 5000.75 preferred and/or DoDI 5000.75

The preferred candidate will have experience facilitating strategic planning meetings, developing strategic plans, goals, and objectives; and preparing acquisition briefs to leadership
